Kay Larcom is manager of federal affairs - international with ConocoPhillips. She joined  the corporation's Washington, D.C. office as director of federal affairs in April 2000. She represents ConocoPhillips’ interests with the legislative and executive branches of the U.S. government, foreign governments and multilateral organizations on issues relating to foreign trade and investment and on energy-related legislative and regulatory concerns in  global markets where ConocoPhillips has investments. Currently, her portfolio includes Europe, Russia and the Caspian Sea basin, the Middle East, Latin America and Africa. 

Before joining ConocoPhillips, Ms. Larcom held positions in international government affairs with several Washington, D.C.-based organizations, including the U.S. - Russia Business Council and the U.S. Chamber of Commerce. She is a graduate of the Georgetown University School of Foreign Service in Washington, D.C. 

She is a member of the U.S. Chamber of Commerce’s International Policy Committee. She serves as chair of the U.S. - Turkmenistan Business Council and secretary of the U.S. - Algeria Business Council.
