Introduction


Scope

The primary resources listed and described below are limited to those freely available online and produced by the Afghan national government; due to time and space constraints, regional and international resources fall outside the scope of this resource guide. Historical government publications, as well as those available in print only, will be addressed in a separate guide. Special attention is given to primary source material, including government reports such and budgets, statistics, conference proceedings, and legal documents. Attention is also given to news and other ministerial reports.

Significant variations in content between the language versions are noted when appropriate. For many websites, content is available in Dari, Pashto, and English.

Afghanistan uses the Solar Hijri (SH) calendar. The conversion website, https://www.moore.af/resources/date-converter was used to estimate the approximate equivalent in the Gregorian (AD or CE) calendar.

This guide provides overviews of the main governmental organizations of the Islamic Republic of Afghanistan, including the Supreme Court, Parliament, Ministries, Authorities, Councils, and Commissions of Afghanistan. During the creation of this guide, a number of the official government websites listed here were occasionally unavailable, and some remained so for extended periods of time.

The main goal of this resource guide is to provide one central location where researchers may find any and all freely available, modern government publications produced by the Islamic Republic of Afghanistan, which is referred to simply as Afghanistan throughout the guide. The target audience of this guide is researchers of all levels who are interested in primary source material about Afghanistan.

Because the Gregorian and Persian years start on different dates, the Solar Hijri date will be noted when available, and its equivalent year in the Gregorian calendar will be approximated to the date of that year’s Nowruz (Persian New Year). E.g. SH 1399 = ~2020

Any transliteration here follows the Library of Congress transliteration rules for Persian language.

Background

Afghanistan has experienced several decades of political strife and war leading up to present day. The current, internationally recognized government, was established with the 2004 presidential election and the adoption of a new constitution. Subsequently, the first National Assembly elections were held in 2005. In 2014, after a contested election, the two presidential candidates created the Government of National Unity and the position of chief executive officer, to satisfy questions of fraud. The current and future political situation continues on shaky ground and the instability of available information will likely reflect that.

This post-2001 government, although contested by the Taliban, is the focus of this resource guide. The tumultuous history of Afghanistan is why users will find that most of the official resources found online, via government websites, are mostly limited to the last two decades and that periodically, websites and their content may be unavailable.

The National Statistic and Information Authority, as an independent statistical organization, works to create a single scientific data registration system, cohesion of statistical and geographical information, civil registration and development of information systems in Afghanistan.
Formerly known as the Central Statistics Organization, the NSIA was established in 1972 as an independent authority within the government of Afghanistan in order to establish a coordination mechanism for managing statistical information within all sectors in the country.

The Office of the President of Afghanistan’s website contains essential information on the history and news concerning the current President of Afghanistan, Mohammad Ashraf Ghani. Most of the content on the website is available in English, Dari, Pashto, and Uzbek; however, the amount of information available in these languages varies slightly, with the Dari translations containing more information (extra articles, paragraphs, and photos) than the others. This website archives publications from the Office of the President dating back to 2014. It also provides information and links for the different sectors of the government. It is frequently updated and features news, speeches, statements, and video recordings from the Office of the President.

The website lays out the authorities of the President granted by the constitution and provides the full text of the Afghan Constitution ratified in 2004; it can be found under the “Info Hub” tab and is available in English, Dari, and Pashto.

Under the “InfoHub/Archive” tab, users will find press releases and policy announcements from President Mohammad Ashraf Ghani from his inauguration in 2014 until the present date. Under the “Documents” tab, users will find a list naming international agreements and treaties dating back to 2006; however, most of these links are broken and are not available for viewing.

Under “The State” section is a list of the various governmental agencies of Afghanistan, including ministries, councils, authorities, and commissions.

Ministries

The Ministry of Agriculture, Irrigation and Livestock traces its origin back to the establishment of the Ministry of Agriculture in 1948. In 1960, it was renamed as the Ministry of Agriculture and Irrigation, and later on was changed to have its current name. It is responsible for the development and modernization of agriculture, livestock, and horticulture. Dr. Anwar-ul Haq Ahady was introduced as its Acting Minister on September 14, 2020. The Dari version of “Ministry’s Introduction” (معرفی و تاریخچه وزارت) under the “About Ministry” (درباره وزارت) tab lists the heads of the Ministry from 1942 to present.

The “Projects” tab details the various national development projects that the Ministry is involved with; it contains information on completed and ongoing policy frameworks, project specifications, and the allocation of funds from 2019 to present, while the Dari version includes projects from 2018 to present. The latest innovation projects conducted by the Ministry (available in English and Dari) can be found under the “Agricultural Products Management” section under the “Projects”  (پروژه‌ها) tab, and the blueprints for the Ministry’s various engineering projects (also available in English and Dari) can be found under “Documents” (اسناد) in the same section. The “Monitoring and Editing” tab contains reports on anti-corruption plans, contracts auditing, and provincial development projects from 2018-2019.

Under the “Media” tab, users can find uploaded an updated collection (2019-) of “Dehqan Weekly”, a bilingual (Dari and Pashto) publication that discusses recent developments in the agricultural scene of Afghanistan.
At the bottom of the website, under “Regulations and Policies”, a collection of various legal documents (available in Dari and Pashto), policies, and strategies about the use of environmental resources enforced from 2001 onwards can be found.

Ministry of Industry and Commerce

The Ministry of Industry and CommerceMOIC Information Bank tab (also called the Ministry of Commerce and Industry, abbreviated MOCI) is tasked with cultivating the growth of the country's economy through support of the private sector with the participation of relevant authorities. Its origins date back to Shah Amanullah’s restructuring of the government, which was published on June 6, 1923.

Under the “Information Bank” tab, users will find various relevant laws in Dari or English, various reports including annual and trade reports, information on intellectual property registration, current ministerial projects, and industrial policies.

Under the “Trade” tab, users will find reports of Afghanistan’s imports and exports from SH 1394-1397 (~2015-2018).

The “Tenders” section under the “Media” tab includes some studies from the ministry from the years 2014, 2017, and 2020, and partnership request forms. The Dari version includes the same information, with additional bidding information.

The ministry’s “Quarterly Magazine” may be found under the “Media” tab. The bilingual (Dari and Pashto) magazine is available for download as PDF and reports on the Ministry’s activities. Available issues date from April 2019 to current.

Ministry of Refugees and Repatriations

Ministry of Refugees and Repatriation
Statistics and other documents (under the "Statistics" and
"Information Bank" tabs, respectively, are primarily

This ministry is tasked with providing legal and social services to immigrants and asylum seekers, as well as repatriation services. The Dari version of the website provides a history of the department (including its former names, ministers, and respective dates) can be found in the “History” section (‍تاریخچه) under the “About the Ministry” tab (درباره وزارت). The Dari مجله (Magazine) tab contains some Dari publications from 2016-2019.

Statistics, legal documents, as well as budget and annual reports may be found under the “Statistics,” “Information Bank,” and "About" tabs, respectively. Researchers will find resources in Pashto and Dari; for current statistics of internally displaced people, the د راستنېدونکو او بېځايه شوو شمېرې (Numbers of Returnees and IDPs--title in Pashto) subtab under the “Statistics” tab redirects users from the English website to a Pashto page which contains some recent statistics on displacement within the country, the status of Afghan refugees in other countries, and returnee statistics. The Dari version of the “Statistics” tab (احصایه) also contains statistics of returnees and IDPs (احصاییه عودت کنندگان و بی جاشدگان) in tabulated form. More statistics and reports may also be found under the نور سندونه (other documents) subtab of the "Information Bank" tab.

The “Information Bank” tab (بانک اطلاعات) contains various laws and policies (قوانین و پالیسی ها), national and international agreements, and ordinances; most available documents are in Dari, with scant resources in English. Text of documents and agreements are downloadable as PDFs.

Under  the Dari رسانه‌ ها (Media) tab, the اخبار ولایتی (Provincial Reports) section contains hundreds of reports from 2019-2020, providing quantitative data about displaced people. Also under this tab are the اخبار مرکزی (National News) subtab, which contains news reports from 2016-current,  and the اخبار ولایتی (Provincial News) subtab, which contains news reports from 2020-current. Both news subtabs are available in English and Dari, but the English contains few reports.

ARIS search
Afghan Returnee Information System is searchable by date.

The Afghan Returnee Information System (سیستم معلوماتی عودت کنندگان افغان) website--available in Dari, English, and Pashto--contains statistical graphs on the number of refugees who have been returned to Afghanistan, including their documentation status, host countries, and cause for return. In addition, the “Return By Border Crossing Point” tab on this page shows the volume and status of repatriates returning through various crossing points. The website also contains graphs on the provinces with the most number of returnees.

Ministry of Communications and Information Technology

Established in 1955, the Ministry ofMCIT menu Communications and Information Technology is mandated to provide communication, IT, and postal services to the people of Afghanistan. The Ministry has two online publications, an e-Newsletter, which users can find under the “Media” tab of the website; and ALEEKA magazine, with issues from 2018-2020; note that the Dari version of the website has more available issues than the English version within the same date range.

Laws relevant to the MCIT may be found under the دسترسی به اطلاعات (Access to Information) tab, , available only in Dari, while some of the ministry’s ongoing policies are available in both Dari and English. Documents are not available in English. The tab contains:

  • reports (dating from 2019-2020) in the گزارش از اجراآت (Report of Performances) section,
  • logistical information (from 2017-2020) under the تدارکات (Logistics) tab,
  • financial reports from (2019-2020) under the مالی (Finance) tab.

Users will also find tables of memoranda of agreement with other governmental agencies and several international treaties, under the پروتوکول ها و تفاهم نامه ها (Protocols and Agreements) tab. Text available in Dari only.

Ministry of Defense

Founded in 2002, the Ministry of Defense started with an army the size of one battalion, but has grown exponentially since then. A more detailed history of the department, along with its various achievements and projects, can be found under the “Current Situation of the ANA” section (وضعیت فعلی اردوی ملی) of the “ANA” tab (اردوی ملی). Under the same tab, users will find subtabs for the Military Oath (تحلیف عسکری), the Deputy Minister (DM) of Policy and Strategy (لایحه وظایف معاونیت ستراتیژی و پالیسی), and the DM of Personnel and Education (لایحه وظایف معاونیت پرسونل وتعلیمات). Only the Military Oath from the Constitution is available in Dari, Pashto, and English; the rest are only available in Dari.

National Defense Reports are found under the گزارش ها tab (Dari only), they are dated according to the SH calendar but cover the timeperiod from SH 1383 (approximately AD 2004) to current.

The “Media Center” (مرکز رسانه ها) tab contains press releases from 2016-current under the “Press Releases” section (بیانیه های مطبوعاتی). Official statements from the Ministry can also be found under the “Press Conferences” section (کنفرانس های مطبوعاتی). The Ministry’s publications from 2018-2019 are available under the “Publications” section (نشرات). In the Dari version, the گزارش ها (Reports) tab provides yearly reports of the ministry dating back to 2013.

Ministry of Education statistics tab

Statistics on the accessibility of education in the country, from 2002 through present day, may be found under the “Key Challenges” (چالش های کلیدی) subtab of the “About Us” tab.
The section also notes some educational trends since 2002 and lists the Ministry’s educational goals by 2015 and 2020.

Two magazines published by the ministry, Ma’aref Weekly and Erfan Monthly, have issues dating back to 2019 accessible via the “News” subtab under the “Media” tab.

The website also hosts the current Pashto and Dari textbooks for the entire K-12 curriculum, third language courses, supplementary reading materials, and teacher’s guidebooks under the “Curriculum” (نصاب تعلیمی) tab.

Under the “Access to Information Tab” (نصاب تعلیمی), the Dari and Pashto versions present the Education Law in both languages; yearly statistics dating back to 2011 -- only the 4th Quarter of 2019 is available in English, while the Dari version has yearly reports for 2011-2012 and 2014-2018; educational policies (available in English); bills for educational services; and more. The English version of  the “Regulations” subtab under the “Access to Information” tab also features the PDF of the Ministry's “Alternative Education Plan,” which details the new educational plans of the Ministry in the face of the COVID-19 pandemic.

An established ministry from the beginnings of modern Afghanistan in SH 1298, the Ministry ofMinistry of Finance: Information Menu tab Finance manages and executes the national budget, collects taxes, and takes care of customs. It is also responsible for consolidating and funneling international funding.

Economic policy analysis papers (in English) for 2016-2021 may be found under the “Fiscal Strategy Papers” section in the English version of the website under the “Information Bank” tab.

Strategies and plans  from 2018-current may be found under the Dari version of the “استراتیژی ها” (Strategies) and “پلان ها” (Plans) subtabs under the “بانک اطلاعات” (Information Bank) tab.  Information on the tenders (2019- ), purchases (2020), and procurement offers by the Ministry can be found in the “Advertisements” tab.

Laws relevant to the Ministry of Finance may also be found under the “Information Bank” tab, in the Documents section, which contains relevant laws (in English, Dari, and Pashto), English versions of the Ministry’s strategies and information guides on paying taxes, and other financial forms. The “Operation Reports” section contains several performance reports from 2019-2020. The Dari version (گزارش اجراات) provides users with budget reports and analyses from 2018-2020 varying in detail. The “Daily Cash Reports” section features cash management reports scattered across various days and months in 2019, whereas the Dari version (گزارش وجه نقدی روزانه)  is limited to  2020. The “Contracts and Financial Agreements” section provides access to the country’s economic portfolio for 2018 and economy assessments/reports for 2019; the Dari version for this section provides information on construction/energy-related projects of the Ministry.

Ministry of Finance: Media tab

The “Media” tab of the website contains more publications of the Ministry including news and an e-Magazine (links from the English webpage lead to Dari publications).

In the Dari version of the website, the مقالات (Articles) subtab contains numerous articles on the state of the Afghan economy, whereas the English version contains only one analysis from the year 2016.

The Dari version of the weekly e-Magazine subtab (هفته نامه) provides access to issues from 2018-2019.
In the Dari website’s بیانیه ها (Statements) subtab, users will find ministers’ public speeches (from 2019-current) detailing the ministry’s accomplishments. Not available in English.

Under the “2020 Afghanistan Conference” tab, users will find minutes, press releases, and a joint communique; all are available in English, Dari, and Pashto.

The "Budget for Covid-19" tab provides related information including international partners that contributed to Afghanistan's response to the novel Coronavirus pandemic. Funding information may be found under the "List of aids..." section. Other subtabs include relief efforts, and allocated budget; all information is available in Dari only.

As of May 7, 2021, this website is partially under construction. The Ministry of Foreign Affairs handles foreign policy issues, consular affairs, and regional/economic cooperation.

In the Dari tab ( در باره افغانستان), under the پیشرفت های اخیر (Recent Developments) subtab, information on national defense, higher education, and human rights may be found.

Under the “Foreign Policy” tab, users will find bilateral agreements and documents on regional and economic cooperation.

Information on diplomatic missions may be found under the “Protocol” tab.

Ministry of Labor and Social Affairs

The origins of this ministry date back to 1980, and is responsible for the social welfare, employment opportunities, professional skills development, and standardization of the workforce. Under the “Reports” tab, users will find some English-language links reports on the activities of the ministry, including human resources supply and demand, revenue reports, annual reports, budget spending, and more; the Dari tab گزارش ها contains many more reports. Many of the links from the English reports lead to Dari documents that are viewable online, however the English-titled downloads which were tested in the creation of this guide all provided English-language content.

Labor laws and statues in Dari are available under the “Legislation” tab.

The “News” tab will redirect users to a few English news reports, but clicking “All News” will lead to a Dari page with news from 2019-current. The  رسانه‌ ها tab contains recent press releases and the current issues of the Labor and Social Gazette.

Office of the State Minister for Martyrs and Disabled Affairs

This ministry assists the needs of the families of officials and civil servants who were killed or left disabled during conflict.  Although its origins date back to the 1990s, the current ministry was established by a presidential decree in early 2019. The “Information” tab contains a Fiscal Year report from 2020-current and a financial report from 2019 in Dari. Under the “Projects” tab, users will find Dari descriptions of current initiatives of the ministry. The “Media Center” tab gives access to publications and news from 2019 in both English and Dari, with more news being available in Dari.

Ministry of Higher Education

This Ministry was founded in 1932, and oversees the higher education system and public universities of the country. A list of public (in English) and private (in Dari) higher education institutions are available under the “Universities” tab. Dari publications (2019-current) and achievements of the ministry (in Pashto) are also available under the “News & Information” tab. The “Academic Programs” tab contains academic projects and papers (currently unavailable). The “Info Bank” tab leads to the “Reports” and “Educational Curriculum” subtabs (currently available).

Information on academic journals, papers, and theses (in Dari and Pashto) are available under the website of the Department of Research, Compilation, and Translation.

Councils

The president of Afghanistan formed a number of Councils of experts on important topics to inform Cabinet decisions. As of the writing of this guide, there are 12 Councils linked. All of these pages are pages under the president’s website and consist of three tabs: “About the Council”, “Members”, and “Meetings”. The tabs above these three will direct users to the president’s main website, and are not part of the respective council pages.

Generally speaking, the “About the Council” tabs detail the history, purpose, and objectives of each council. The “Members” tabs list the members that make up the council. The “Meetings” tabs present minutes of the councils’ meetings, consisting primarily of new agendas/projects and containing little quantitative data. In this guide, repeating themes of these meetings are noted below their respective councils’ names. A list of commission members and the nature of the commission are available in Dari, Pashto, and English; meetings are found in the Dari and Pashto versions (unless otherwise indicated, there are no meetings in the English version), with the Dari usually being more exhaustive.

Established on 15 April 2015 at the recommendation of the Minister of Refugees and Repatriations, the High Commission for Migration is tasked with creating equitable policies for refugees and internally displaced persons, and repatriating citizens who wish to return to Afghanistan. The جلسات کمیسیون (Commission Meetings) tab in the Dari tab contains summarized minutes of a number of meetings headed by the President.

The High Council on Land and Water creates and implements policies on land and water resources, and coordinates between public and private sectors to ensure equitable use of land and water resources. The Dari tab contains summarized discussions on current or proposed projects on land and water resources from  2015-current. The English page contains one meeting led by President Ashraf Ghani.

Established on 17 August 2016 with Presidential Decree No. 94, this council is tasked with initiating counter-corruption efforts and forming the justice system towards the rule of law, respect for human rights, and access to justice. It reviews and revises legislative documents and advances the National Judicial Reform Program. The Dari page includes summaries of speeches given by the President dating back to 2016 that discuss the council’s agendas.

Functioning under the Administrative Office of the President, this supervisory and policy-making body is in charge of handling the country’s procurement system. The Dari tab جلسات کمیسیون (Commission Meetings) contains quantitative information on the latest procurements of the commission, and the English version contains information on budget allocations and several contracts approved by the commission.

Constituted on 14 April 2016, the High Economic Council handles national economic affairs, strategizing decisions and priorities for economic development. Users will find details on various projects, policies, and news relevant to the council in the Dari جلسات کمیسیون  (Council Meetings) tab. The English tab provides minutes for two meetings on transportation and natural resources.

Established on 27 February 2016, the High Council for National Development oversees urban planning and development across the country. The Dari tab جلسات کمیسیون contains policies,  projects, and presidential statements relevant to the council’s work. The English tab contains minutes of a meeting led by President Ashraf Ghani on regional urban development issues.

The Infrastructure Council is responsible for improving the state of infrastructure throughout the country. Neither the English nor the Dari pages contain any information on the meetings, however other general functional and organizational information may be found.

Attorney General's Office

This independent-acting authority is responsible for filing and investigating legal cases. A history of Afghanistan's court system and the evolution of this body to present day may be found under the “About Us” tab.

The “Info Hub” tab is the English equivalent of the Dari پایگاه اطلاعات (literally, Database) tab. Here, researchers will find news from 2016-current in both English and Dari; the کتاب‌ها (Books) tab contains downloadable PDFs on the Afghan justice system and national conference proceedings;  Saranwal Quarterly, or فصل‌نامۀ علمی - پژوهشی څارنوال provides volumes 53-57 of the ministry's research journal; پروژه‌های انکشافی (Development Projects) subtab lists downloadable documents with details about a number of projects. The جزوه درسی (Course notes) tab provides materials published by the AG Department of Vocational Education (ریاست آموزش های مسلکی).

The  پلان و گزارش‌ها (Reports) tab contains the office’s plans and annual reports from SH 1397 (~2018) in Dari. The قوانین (Laws) tab links to various laws, regulations, procedures, and strategies in Dari. The “Opportunities” tab lists tenders from 2018-current.

Under the “ACJC” tab, users will find statistics on prosecutions and convictions from 2016-2019.

Independent Directorate of Local Governance

Established in 2007, this authority leads and coordinates the country’s local governance, such as supporting provincial administration, enforcing laws and regulations, and ensuring transparency. Users may find the current budget of the directorate under “About Us” in both the English and Dari tabs. The various directorates under the IDLG and their respective heads may be found under the “Leadership Board” tab and the Dari version (هیئت رهبری) has more information about these.

The “News and Reports” tab contains news reports from different levels of government, dating back to 2018 in the English tab and 2017 in the Dari tab, and yearly reports dating back to 2012 in both English and Dari.

The “Laws” tab contains current IDLG policy and relevant laws. The Dari tab قوانین و طرزالعمل ها also contains information on IDLG procedures and guidelines.

The “Cooperative Programs” tab presents current programs of the directorate in English and Dari. The “Publications” tab contains articles and videos from 2018-current.

Afghan Civil Aviation Authority

This authority oversees the development and operation of aircraft, and also manages all airports in the country. Current budget and revenues may be found under the “About” tab (occasionally unavailable). Current Aeronautical Information Publications are available under the “AIP” tab. The “Laws and Regulations” tab contains the Civil Aviation law in Dari and several English regulations and policies.

The “News and Reports” tab contains news from 2017-current. The Meteorological Department of this authority provides updated weather reports, forecasts, and satellite images dating back to 2017 (2018 not included) in the English version.

Independent General Directorate of Kuchi

The website is under construction as of May 2021, and most of these pages are inaccessible. Established in SH 1385 (~2006), this authority provides services for the nomadic Kuchis and secures representation in every province of the country. Information on the ministry’s budget is available under the “About Directorate” tab. Policies and strategies may be found under “Legislation”. The “Media Center” and “Kuchi Community” tabs have cultural information and publications.

The “Projects” tab contains central and provincial reports. Information on education, health, economy, and housing are located within the tabs of the same name.
