Mr. Rafey has over seventeen years of professional experience in various closely related fields, including Business Development, Project Management, Finance & Administration, Operations, Procurement, and Human Resources. Out of his seventeen years of professional work, he has spent thirteen years at reputed international organizations whose projects are funded by the US government, the UN Entities, and European Union. He has held vital leading roles on multi-million dollar projects and has developed expertise in his areas of focus, particularly Project Financial Management, Financial Reporting, Administration, and Assessment. In addition, He has been involved in developing standard policies and procedures, particularly in compliance with USG, United Nations, and European Union rules and regulations. He has worked for IRG, IESC, ICMA, AJO, Palladium International, Red Orange Company, and Organization for Policy Research and Development Studies. In 2013, he won the "Tarek Nabhan International Achievement Award" from International Executive Service Corps.

In addition to his professional work experience, he has strong theoretical and educational foundations. He has Masters' and Bachelor's degrees in Business Administration from national and international institutions. He is also certified in USG Rules and Regulations on Grants/Contracts and Cooperative Agreements, Project Management - Technical Projects,  Human Resources Management, Operations Management Foundations, Microsoft Financial Analyst, and Six Sigma Black Belt.
