Bayly Winder is an incoming MBA student at the University of Oxford and an independent Gulf analyst. He worked on Iran policy at the State Department and was a Fulbright Scholar in Kuwait. Mr. Winder’s research interests include U.S.-GCC relations and regional economic issues. He received a B.A. in political science from Johns Hopkins University.
